Are purchased from the original creditor for pennies on the dollar of the original balance. Then, they are marked up with a service fee, and collection is attempted. After a couple of years, the account is re-sold to another Agency, to cover the original costs, and the New Collection Agency does it all again. From what I have been told, the "spread" between cost and the Face Value (total amount due) is a total tax write off. Feel free to really negotiate with these guys, they have room to work with you. We recently saw a $32,000 repo that went to Collections, who marked it up to $59,000. The Collection Agency is willing to "settle" for about $7,000. A little more than a Dime on a Dollar.
